The correct answer is 4.

"Must be" is a present tense form. whereas we have an action happened in the past (in first sentence which has been written wrongly and must be "The television hasn't worked since last night" or "The television hasn't been working since last night") which still affects the situation now.

Totally, absolutely, and exactly have the same meaning in this situation. and when we want to say that we are completely sure something is true, we use "must" to emphasize.

1 & 2 both can be the answer, but in order to show the certainty we prefer "must". So:

A: The television hasn't worked since last night.
B: It must have been damaged during the move.
A: I don't think so.
B: I'm totally/absolutely/exactly sure.,.
